Pennsylvania does not need to invent a rail-tourism market from scratch. The Commonwealth already has passenger rail service, internationally recognized destinations, established hospitality markets, historic downtowns, culinary and agricultural tourism, and a remarkable collection of railroad heritage attractions.What is missing is a coordinated framework that connects those assets into a clear, bookable, and measurable statewide visitor experience.

Rails to Riches organizes the visitor experience around four interlocking pillars. Together, they move a traveler from initial discovery to station arrival, destination immersion, repeat visitation, and long-term advocacy. The pillars operate in parallel and reinforce one another.
Improve the visitor’s first and last mile through clear wayfinding, welcome points, station ambassadors, destination information, and stronger connections between rail stations and nearby communities.

Create a recognizable statewide rail-tourism identity.
Make Pennsylvania’s rail-based destinations easier to find, understand, and explore through coordinated storytelling, destination campaigns, partner marketing, and a future statewide digital visitor hub.
02 — ARRIVE
Make every station a welcoming front door.
Improve the visitor’s first and last mile through clear wayfinding, welcome points, station ambassadors, destination information, and stronger connections between rail stations and nearby communities.
03 — IMMERSE
Turn train arrivals into longer stays and local spending.
Develop curated, bookable experiences combining passenger rail with lodging, dining, cultural attractions, seasonal events, outdoor recreation, and Pennsylvania’s heritage and excursion railroads.
04 — ADVOCATE
Turn first-time visitors into repeat travelers and champions.
Build continued engagement through loyalty programs, community ambassadors, partner collaboration, annual performance review, and coordinated advocacy for Pennsylvania’s rail-tourism economy.
The goal is not simply to market train travel. It is to convert rail access into measurable visitor activity within Pennsylvania communities.

The first proof of concept.
The proposed first phase is a twelve-month proof of concept along the Philadelphia–Harrisburg Keystone Corridor.The corridor offers frequent passenger service, a manageable geographic footprint, established tourism destinations, strong hospitality capacity, and direct connections among Philadelphia, Lancaster County, and the Harrisburg region.Full visitor activation would initially focus on Philadelphia, Lancaster, and Harrisburg, with supporting participation at additional corridor stations.

A visitor experience connecting rail arrival with Lancaster County’s agriculture, culinary traditions, heritage, and hospitality.
MOUNT JOY CRAFT & HERITAGE
A local excursion highlighting small-town charm, craft breweries, historic architecture, and bed-and-breakfast hospitality just steps from the train.
PHILADELPHIA WEEKEND
A rail-based urban history, arts, dining, and cultural itinerary.
FULL CORRIDOR FOUR-DAY
A multiday journey connecting the principal destinations of the Keystone Corridor in one bookable experience.
HARRISBURG HISTORY TRAIL
A capital-region itinerary combining government, history, museums, dining, and riverfront experiences.
The pilot would establish baseline data, test partner coordination, measure visitor response, and identify operational challenges before additional public or private investment is committed to statewide expansion.

The master plan proposes a three-year, $17.2 million investment framework combining state tourism and economic-development resources with targeted federal, Amtrak, private-sector, philanthropic, and local participation.Year 1 is designed to operate as a stand-alone proof of concept. Expansion beyond the Keystone Corridor would occur only after pilot milestones, partner commitments, reporting requirements, and public-benefit standards have been satisfied.

EVERY PHASE MUST PRODUCE
MEASURABLE RESULTS.
Accountability by design.
MONTHLY PERFORMANCE MONITORING A working dashboard would track implementation progress and identify measures falling behind target.
ANNUAL PUBLIC REPORTING A public performance report would document expenditures, partner participation, program activity, visitor indicators, and progress against established goals.
QUARTERLY PARTNER REPORTING Coalition partners would receive regular narrative and financial updates describing progress, risks, and upcoming decisions.
INDEPENDENT VALIDATION Economic-impact claims and decisions to expand beyond the pilot would be subject to credible baseline research and independent evaluation.

The decision path.
Rails to Riches is being presented for review, refinement, and institutional consideration. The master plan asks appropriate public and private decision-makers to evaluate four proposed actions:
01 — ENDORSE THE INITIATIVE Consider Rails to Riches as a coordinated statewide economic-development and tourism strategy.
02 — FORM THE COALITION Evaluate the creation of an MOU-governed Pennsylvania Rail-Tourism Coalition involving appropriate state, transportation, destination, community, and private-sector partners.
03 — ADVANCE THE PILOT Consider the Keystone Corridor as the first limited proof of concept, with initial emphasis on Philadelphia, Lancaster, and Harrisburg.
04 — ALIGN ELIGIBLE RESOURCES Evaluate appropriate state, federal, Amtrak, local, philanthropic, and private-sector resources within a milestone-gated implementation framework.

Any formal action would remain subject to the independent review, authorization, appropriation, procurement, and agreement processes of the participating organizations.
